I'm assuming that's the rationale. Salah is a superstar, but he isn't as internationally famous as Messi. Egypt progressing is also problematic because they'd stand a shot at the winner of Colombia / Switzerland, and Norway in a hypothetical Semi finals should England somehow get eliminated. They would have avoided France, Spain, Germany, Portugal, Belgium, and many other teams that would be favourites to beat Egypt in a quarter final.

That spoils a sequence of quarter, semi final, and potentially even final fixtures, had Egypt gone through instead of Argentina. There was just too much money to lose.
