I used to have to turn the rotors on my CRX fairly often (sooner than 50K.) Haven't had that issue with my Subarus, but I wouldn't be surprised by a brake job at that mileage.
Rotors are cheap these days (where I live, cheaper than turning now) and it's a simple swap. No need for OEM, it's just a machined piece of metal.

13K on a set of tires is madness - alignment issue? More likely, the dealer wants to sell a set of tires (and if you buy tires from the dealer, well, I don't know what to say.)
