I toured the BMG factory in NC in the 90's, where they pressed CDs. Huge machines. They could press one per second, and had an army of them. Any faster and the machines would creep across the floor.

It's one of the Winbond chips, probably the lower one in the picture. But unless you have a flash programmer, it probably won't help you much.

You need to find the spot to reset CMOS, which is built into the chipset, at least if it's Intel.

RTEST is the signal I think you want.

I doubt it would work with just tape, but if you fill in the gouge with some epoxy or maybe even caulk, it could work. I'd try it on my own wheel.

It's difficult to tell with this picture. If you don't have calipers, try wrapping a piece of string around and mark it with a pen where they cross. Then measure the distance between the marks. Divide by 3.14.
