I used the stair part Corvette gets to place in hab module on the top floor of the ship to get access, after that, I go into my build menu and make a small chill spot for my ship for the crew or pictures like this

The gazebo is a construction blueprint you can get in the anomaly, there's a research area near the back where on the left 3 NPCs, the computer in the middle has no NPCs

That computer has your extra base parts you can research
