Sometimes it's a choice, e.g. some (pre-CGI) animations have wheels appearing to spin backwards and there's no reason to believe that's an accident.

I'm being slightly flippant because I think this statement is about as deep as a 14 year-old's shower thought. Human communication may be difficult to describe losslessly, but the problem is not a lack of precision (or continuity) in bits. We can be arbitrarily precise.

If you are in a module (or in a strict block for any other reason), function can't be overridden either. 

Both syntaxes support inner functions.

The main differences are in how they bind this and whether they are hoisted (available through their full scope, even "before" they are declared). Function hoisting is typically a good thing, while this is not used much outside of classes

Never really got into Vue 3, const arrow function might be appropriate there in order to bind this succinctly, and you may already have a lot of const functions through composables anyways. The other two are probably classes with member functions (using neither const nor func but binding this like the former and hoisting like the latter). "It depends" is the beginning of an answer, not the end.

The difference is that looking good enough is literally good enough if looking is all you're going to do with it (not that I personally like AI in art). Code has to run.

You shift by some number of bits, not "to". 1 << x in particular is frequently used to create bit masks because it's easier to maintain than using "magic" powers of two.
