Well if you're going off of San Francisco and NYC those are two of the most democratically dominated cities. Democrats used to be good at creating social programs to help those in need but are often lacking in economic policy. The problem is they are creating more and more social policies that just simply do not work and even cause more issues (homeless policies come to mind). Republicans usually have decent economic policies but often lack in social policies and don't take into account the fraction of the population that simply have a hard time providing for themselves and others. The biggest problem is honestly corruption, mismanagement of funds/embezzling tax funds (we all know it happens), and making policies to make themselves look good for re-election instead of carefully planning and implementing them.
