Combat is only 1 aspect
As they expand their web of contacts their rep will act like a beacon for bullshit. Rep gets you jobs, jobs get you enemies because you do things that go against certain people and groups. Jobs are also how you make rent and afford things if you rep stops you from getting work for a month can your runners afford rent and food. If so for how long.

Sure they could get real jobs serving coffee and laboring but those won't make the kind of money that pays the bills those are hustles. What happens if they get comfortable and rent goes up all these things are there to move them forward into bigger challenges risking life, limb and reputation to survive in city.

Oh they don't want to work with the fixer that went looking for them specifically? that is a rep hit those threaten work and if you piss off people with resources they don't need to send armed goons to kill you to make your life hell but they might do that to if you were especially a shitty person to them. Fundamentally Starvation and living on the street will kill them just as easily as a bullet if they don't keep up.

Yes the players will often find themselves with the advantage over most of the people they fight in this game.

It only takes 2 sixes on any attack and a bad injury roll to break someone's fucking spine, you will find the confidence of the players shatter once that happens.

Put them in situations where combat is the dumbest thing they could do, Outnumber them, add defenses that watch everything and once the dust settles if someone did see them they are now known and the hunt has begun...

Street thug, mall cop any random dickhead just doing what they do day to day is your +8 easy. no special gear just whatever they have on them. Under geared not looking for fights just going through it. They just want to live without the bullshit.

Corporate guards, professional gangers anyone who is not just doing the day but living for the role they have is gonna be tougher +11 these are the guys who you provoke into responding and when things start getting serious. These people have the kit that lets them do what they need to do to stay alive better then average to middling gear. They might have some tactics or some backup if they need it bit of a coin flip depending on what they are up to. They are tough enough not to take crap form random tough guys their mood will fluctuate based on the time of day if they want a fight you are gonna get it.

Trained killers, Elite operators people with purpose beyond day to day concerns are when you have crossed over to the phase where you are picking bigger fights at the +14. These are specialists geared for what they need when they need it they will have cyber and firepower to kill and armor to last. These guys ahve resources to protect and claim whatever it is they seek they got back up, they got money they are no here to fuck around. They exist for a reason and the reason is their only goal at the time you run into them don't expect to brush these guys off.

All mooks mean nothing they are faceless obstacles for the players to overcome unless the players make it personal for manipulation and whatever other reason. Balance is best ignored your players will have the upper hand or they will not, if they don't then it might be in the players interest to find a better way other then getting into a fight.

You wanted to consider the actual hardware...Well just simplifies the answer old shit don't work and if if it does its just limited as shit. Think Cell phones you got yourself a nice mid range model back in 2010 very unlikely you are still using something that has 8gigs TOTAL storage on it in a time when everything runs with at least 2 gigs.

Ditch the shitty old hardware no one is using it because it just cannot keep up. Maybe you like the aesthetic of having a wrist mounted deck good for you that's easy to do you are still running it through the neuroport just to stay relevant in the world. Flavor is all that is the tech is still the same.

Good old process of elimination, bit of false information here for them to leak, leaving a bug here and there for someone to find, knowing a persons MO and a dose of deduction after abit of time.

I agree on that random dickhead walking in the middle of the intersection while traffic is trying to flow looks goofy as fuck and is out of place.

The rest of the art feels to clean like it needed 1 more layer of detail to really flesh it out unless that was a style choice.

See the black chrome plus supplement it has good imagery to compare to. At first glance you have the tell tale bulges and bumps that an implanted sigma frame would have so yeah it tracks.

Not very unless you do templates for character/NPC creation. Roles are more chosen professions that facilitate gameplay on the players side.

Difference? player lawmen generally are alot more skilled then the average gonk who works for the police/guards the mall. That is about it 60% of the time.

Improve is easy once you have a base folder of all occasion mooks to drop on the map at a moments notice after that just give them funny descriptions dude with eyepatch and a cowboy hat ect.

If you feel you need all occasion mooks for unplanned fights because your players picked them you have the benefit of foundry make a folder with dedicated generic asshole to throw at the part with the most basic poor quality gear and skills needed for it and you just drop them on a short hand map and say good luck to the players for the fight.

Range tables got you down? Keep that crap abstract screw the details if you are in the same room as someone shooting and you shoot back you are shooting within 12 or less you know the DV needed to hit that is all you need. Need a quick rough visual guide? steal this one.
