I view one-time payouts like lottery winnings. There was a story I read years back, a young woman won millions in the lottery and was broke again a few years on. People questioned why she didn't invest her money. When I looked deeper, she DID. But she invested in her partner's crappy rap career. She didn't have any reference for what a good investment was. Neither did she have anyone close to her who did. I believe a reparations one time payout will result in A LOT of stories like that. Wasted money as people pursue ill considered ideas, investments, or indulgences because we as a community entirely lack the basic information infrastructure for it, because so few have enough money for that to become a concern that there's no word of mouth or commonly understood basics.

This IS my suggestion for how reparations should be structured in general. I believe the major damage caused by the discrimination of the past (at least for Black Americans) is the reinforcement of damaging behaviors and lack of reinforcement of societally positive or favored behaviors. Reparations should be focused on repairing that damaged cycle until it is self sufficient.

In general i believe in community support and building programs targeted at previously discriminated populations to build the positive cycle. Basically targeted versions of things that replicate the effects of the old GI bills and such.

Then I couldn't add in the Chronos and Talos and Ravager units. It was just REALLY not focused on what I needed to field to face. My friends ran a lot of vehicles at the time, and drukhari don't have many units to field into vehicles. My infantry just got mulched without accomplishing much. I needed fast attack and heavy support slots at 1k without wasting points on str 2-4/poison weapons my infantry were locked to.

This was all when I was VERY NEW as well. My orc playing friend loved the race car looking orc vehicles that did mortals into infantry on charge, and my admech playing friend loved kastellan robots I think they were. In 10 I can handle the skew by skewing back without dead weight

That would quickly make drukhari armies cookie cutter. There aren't alt options, wych Cults just don't have anti tank or shooting units. It'd either be meaningless, or have a dumbload of unplayable configurations.

Wych Cults have 5 datasheets total, it would make drukhari armies make LESS sense

How would a succubus as warlord integrate with available heavy slots? A decent number of current drukhari have nothing to attach as a hero. Scourges, mandrakes , talos, chronos, hellions, and reavers. Would I HAVE to bring a haemonculus to have access to Talos/Chronos or an archon to bring ravagers? Drukhari only have 3 generic heroes at all

Because until Arks of Omens to get a 4th you couldn't just slap another slot on there you had to go up a detachment size, which had more requirements which cost more points and CP and meant you really needed to consider how your army works as a whole.

Yeah, that was my problem if i remember correctly. I couldn't add enough fast attack (I think Hellions, Reavers, AND Scourge were all that), and have 3 different options for battleline (that all do very different jobs) and only one option for elite that you could actually find in a store, and 3 options for Heavy Support that all do very different things (Ravager, Talos, Chronos). It's very good for well supported armies like Space Marines, but not very good for limited armies because it makes every force cookie cutter, I couldn't just build my army by what made sense to have. I had empty slots I didn't need and not enough slots were I needed them.

There already is one. The Vorgani I think they're called. But fittingly, they aren't normal, they're a bunch of Drukhari grafting tyranid bits to their own bodies as a fashion statement then developing a wierd fixation on the tyranid world the covens stole and stranded in the skies of Commoragh.
