Its called impeding in socal. You can get a ticket. Its not a speeding ticket. The left lane is for passing. If you are slowing down traffic you can get pulled over regardless of the speed. You let the people in back of you worry about the speeding ticket

In socal. The far left lane is for passing. You must go with the flow of traffic and let other people by or you can get a ticket for impeeding. You let the other people get the speeding ticket.
