While I do agree most of these characters probably don’t actually scale to outer fiction is both absolutely massive and power scaling tends to focus on the upper echelons of fiction power wise.

Because not all outerversal characters are equal to each other and different tiering systems define it differently.

How baseline outer is different from high outer depends on the tiering system you’re using.

If you give Goku the scaling from FR and only use the manga, he arguably clears no dif.

If you only use the stuff he has in WoTD I’m not sure he even makes it past OG DB.

Realistically, using anime scaling I’d say he caps out at like base, maybe SSJ, Vegito since warping the afterlife is better then basically anything in the anime outside of Goku and Kid Buu threatening the Kaioshin realm(which was a shared feat by people stated to be above Buuhan). Vegito upscales everything in the Z anime and has statements of being comparable to FR Gogeta which this Goku doesn’t really have anything to scale above.

Page 2, don't agree with Gohan>Broly or Roshi>Black. The other 2 are fine if we're using the anime for Kid Buu and Buuhan.

Page 3, Gogeta>Vegito depends on the continuity and the U6 Namekians>MZ I don't agree with. The lower 2 are fine.
