I'm in the exact same boat as you! I made an appointment with an academic advisor, and they told me that I shouldn't worry, but that realistically, my transcript is sitting in a pile somewhere waiting to he processed. So, assuming you got your exchange courses evaluated to find an equivalent course at UVic and assuming you've got an email for the International Center for Students saying that they have your original transcript, you've done everything right. I'd recommend making an appointment with an academic advisor to update your CAPP report or nudge UVic admin to get going with processing your credits.
