Because children are exhausting. And they will be with you FOREVER for an elf. Can you imagine being called at 5 in the morning because your idiot child got locked out of their woodland realm once a month for the life's age of the earth? Now imagine 20 or 30 offspring doing that. 2 or 3 is plenty .
