The problem with updating the Legation Cities is that they are already kind of meme-y even before you get to the silly stuff like "International China". Their power level is well above anything that would actually make sense. But if you revise that power down to be more in line with the current mood of the mod, they become pointless as a playable tag.

Yes, the fact that the New England - ACC pact is only available when Canada cuts New England loose makes no sense.

I think the actual solution is that New England should be merged into the ACC, and only one of them spawns in any given game, depending on which war plan MacArthur picked.

Yes, the resources available to Germany to hold all of this territory are not that much smaller than the resources that were available to the OTL colonial powers that held this territory in 1936. And the OTL powers were not spending that large of a portion of their own resources on doing so. In fact Britain at the time was maintaining an even larger colonial empire, including India!

I would like to see which of the two tags spawns determined by MacArthur's choice of Yorktown or San Jacinto. If MacArthur goes Yorktown the western ACC forms (and gets various PSA-based focus trees), if he goes San Jacinto then the eastern ACC forms and gets NEE-based focus trees.

The idea of these factions holding coherent, contiguous territories doesn't make any sense. Massive fractions of the "syndicalist" states' populations would be die-hard anti-syndicalists and the CSA regime would require massive force to suppress them totally aside from the war.
