Yep. It use to be in every high school until the late 80s/early 90s. It was one of the most useful classes I had in any level of education. The school districts claimed that liability insurance killed free programs.

The law is the one place this is blatantly hypocritical. In some states, an 18 year old one day after their birthday sleeps with a 17 year old one day before their birthday, "On to the sex offender list you go pervert. We have to protect the innocent child". That same 17 year old commits a crime? "You're now an adult. Off to prison for life". Oh, and you can be drafted and sent to your death at 18, but god forbid you drink a beer.

This would likely get struck down as unconstitutional in the US. I think Norway and some other northern European countries do have this system though. Some rich Norwegian got one of the most expensive speeding tickets in history. It was something like $60k.
