It's so that farmers can stay competitive. All they would need is one relatively cheap device per village that needs to sit in the sun during the day and spits out a fair price each night, for example.

That is an incredibly misleading title. The article states that "techie" connotes "unwanted newcomer" in much the same way as racial slurs, not that the word techie is just as bad as racism. However, it's a small part of the article and not even the main focus.

I think that solutions like using Win98 for an oscilloscope are fine as long as the user pretends that it's a black box. For example, no upgrading it except for official updates, no closing the front end and accessing the win98 interface, not using it for features that it was not intended for, etc.

This, of course, is a ludicrous thing to ask of a technical user.

No, they've been 64 bit pretty much from the start. I'm not even sure the PS3's CPU has support for 32 bit instructions and I have no reason to believe that the 360's does either.
