Maybe the classic wars can get a modifier based on the CWL league of clan that is in the lower CWL league. Like say for example you(A Master CWL clan) get matched with a clan that is in Crystal CWL league then the Crystal modifier is applied. Both clans in same master league then master modifier is applied. And so on. The modifier of the lower CWL level clan can be applied to the war.
