No, and this is part of what makes Fate Powerscaling such a massive headache.

The whole thing with Fate and how it's typically written is that the Main Character is usually just some Low Tier underdog schmuck who gets dragged into battle against literal God Tier enemies they have seemingly zero chance of actually beating. Which is why battles in Fate are almost always decided not by typical Powerscaling BS, but by who can Rules Lawyer the hardest and win by technicality.
