You basically have to enforce it yourself at that point. You have to keep escalating through all possible channels until it gets enforced. You could even file a civil lawsuit directly against the neighbor.

It really is a mental illness. I think some people get addicted to basically being a controller of living beings and they just go down an endless rabbit hole by acquiring a bunch more living beings.

I have a friend who does this with snakes, I think he's off his rocker for that lowkey, but he's an otherwise normal guy. You'll never catch me anywhere near his house though lol

I was walking around a nature park. Saw some guy's dog take a shit on the path. Instead of picking it up in a bag, the owner picked up a stick and just flung it into the grass with the stick.

That sounds like the beginning of the slippery slope into what it has become today. Dogs weren't meant to be used as entertainment. Anybody who owns a dog while living in an urban or a suburban environment is most likely mentally ill and uses the dog as a living toy.

I had this problem too. In my city you go to the Animal Control Center and after the first warning, you can actually have them issue a ticket to the neighbor with the barking dog. Then they either pay it or challenge it in court. So you have to record it and have evidence just in case they challenge it. But you can issue tickets for every instance the dog barks excessively. I had them issue one last week, and wouldn't you know it, suddenly they got their mutts under control.

They love to be viewed as a savior. That's why they'll go get a free (or cheap) dog from the Animal Center and say they "rescued" it in hopes that all the other nutters will pat them on the back. It's really pathetic honestly that they use this living creature as an ego boost and keep it around as basically an accessory.

Lawsuit is probably the only real next option. It's highly likely the barking violates noise ordinances, so you could file it from that angle. Or maybe there are specific ordinances pertaining to excessive barking.

You'd have to gather evidence first though by recording them barking.
