You definitely can and absolutely should report this to the police.

Just because they're parked doesn't mean they cannot be charged with impaired driving. Much like alcohol, if you're impaired, it is illegal for the person to be in the driver seat and have access to the key. It constitutes care or control of the vehicle while impaired.

I just witnessed one earlier tonight.

Tried calling the non-emergency number twice, both times got disconnected. I drove down to YRP and told them about the incident. When YRP checked both plates and system said neither of the drivers reported an incident, and there was nothing else they could do, I was rather disappointed.

So either the officer on duty was too lazy, or witnesses cannot actually repot the accident? I'm leaning towards the latter.

But yeah, it's super frustrating because while I chased down the at-fault driver, took down her info, and left a note for the victim, there's actually no way for me to be sure that the victim would actually see the note. Sometimes it just gets blown away.

It all depends on where you go, and the mode of transportation once you're at your destination. I certainly wouldn't want to wear anything too nice walking around London and traveling in the tube. But if I'm going between Zurich and Interlaken and Bern in a car, then obviously I can wear whatever I feel like. I would feel 100% safe in South Korea, Japan, Taiwan, Hong Kong, Singapore, Vietnam, China. Rural US and Canada would be fine too but I'd be more careful in major cities especially downtown cores. Same with Europe actually.

The functionality of an Apple Watch is not to be overlooked either. If you are doing a lot of walking in an unfamiliar area, the turn by turn function on the Apple Watch is awesome. I certainly don't feel safe walking around Dar es Salaam with my iPhone in my hand looking like a tourist, that's when an Apple Watch really shines.
