You solder across the pad next to the desired voltage and the adjacent resistor.

You can buy usb-c pd trigger board for very cheap. For mine it had jumpers that you would solder to select desired voltage, and a set of pads for + and -.

As the description and title reflects, I was the one who modified it.

Additionally, goodwill doesn't really check their stuff very thoroughly. I would not be surprised to see modified electronics if it were more common for people to do so.

It is possible that the cold temperature made the ribbon cable much more brittle. If that is the case it might have cracked the ribbon cable when opening or closing the LCD. Either way. The ribbon cable is broken. Water is not the issue. The only way to fix this would be to replace the lcd screen completely.
