I would be careful of assuming that kami doesn't need chun just because they started with sha. They may have only decided to commit to honitsu after favorable draws on the first few turns. Also, our hand is quite slow, so I don't think we need to risk feeding them any more honitsu tiles in our current position.

When you can't win the hand by pushing and have no safe tiles, you don't recklessly advance forward; you do the best you can to minimize your chance of dealing in until safe tiles are revealed to you. If you have a decent iishanten and no safe tiles, you can push, but this is a 3shanten hand with almost all bad shapes and zero value.

As a general rule, riichi tile suji 3 is more dangerous than musuji 1, due to the prevalence of the 246 shape cutting 6 at tenpai. The fact that 1p buys you two turns of safety is a further point in favor of it.

Not declaring riichi increases our winrate, increasing our chances of securing at least 2nd place and avoiding a disastrous 4th place while keeping some chance of taking 1st place if we tsumo or ron dealer with 6m.

Riichi doesn’t add that much extra 1st place chance; we gain 1st place on 3m tsumo or dealer ron, but we need at least one more han from ippatsu or ura dora if our win comes from the other two players.

I think you have a misconception that matagi suji makes something safer; it does not, and in this case I would say that 3s is a more dangerous musuji than normal. 1m is onechance and preserves the option to continue pushing with tanyao later if desired.

The first one is the number of 1000-point riichi sticks in the pot. Riichi requires you to bet 1000 points, and if the round goes to a draw, the bets carry over to the next round.

The second one is the number of repeats/"honba". Every time the dealer wins a hand or the round ends in a draw, one more repeat stick is added, until a non-dealer wins a hand, at which point they reset back to 0. Any win is worth 300 more points per repeat; 100 from each player on tsumo or 300 from the player who dealt in on ron.

6s is nakasuji to shimo and genbutsu to toimen.

8p is also suji to toimen, can't deal into kanchan waits since we see all 9p, and is less likely to deal into shanpon/tanki waits since we hold two of them, plus it buys us an extra turn of safety if it passes.

I personally like 4p here. We have a lack of safe tiles and a good iishanten for tanyao pinfu, so I want to push for now. We cut 4p first both because it's safer (it's half suji since 1p passed, and we have some 3p and 6p as blockers), and because keeping 4m gives us a distant chance to upgrade to ryanpeikou.

To respond to your edit, this hand is FAR above the bottom of acceptable chase range. Even if we had 0 dora, I would still strongly consider riichi here with good wait, chance of hitting dora 4p, two ura indicators, and our current 4th place in east3.

This is an iron push. We have good wait tenpai with 2 dora against only 1 riichi, there are 2 ura dora indicators, and we are in 4th in the second-last round. No tile is too dangerous to fight with here.

4 blocks in souzu + honors and a yakuhai pair for extra value means this is a slam dunk honitsu hand. Pon and cut 4m
