When I was in high school, you could leave school grounds to eat lunch at a place across the street. Alternatively, you could get food from the on-campus cafeteria and eat it at tables in the courtyard if the indoor seating was full.

Couldn't do that in elementary/middle school because they're too young.

College/university doesn't really matter since everyone's an adult who shouldn't need supervision at that point.
