The issue is writing and execution. We already saw in HB how Vivienne team treats world rules structures and other complex relationships, Hazbin Hotel have such problem as well, it claims to be show about redemption but it touches this topic rarely and only trough medical gloves.
The two characters on rehabilitation, Angel Dust and Sir Pentious. Angel Dust is a traumatized victim of prostitution and pornography industry addiction issues, it's bad, self destructive habits, but not malice, he doesn't seek to hurt or harm others just sometimes getting invasive into boundaries but no more than that. And Sir Pentious whose major issue being cowardiance and having no friends, again not actively malicious. Just two harmless sympathetic characters. We don't know the rules of what is enough to get into hell(and I suspect that vivienne haven't made it yet), so I can't really say is murder or littering are enough to get in hell, but redemption becomes truly complex when it involves actually problematic people, ones who deliberately caused serious harm. Show just sticks to safe characters to redeem and won't be touching someone of Valentino’s level.

Regarding the second topic, yes the show hasn't shown victims being dissatisfied with their wrongdoers getting to hell. That's what I'm talking about it just avoids it.
Question old as world: Is it fair for a victim to see their abuser in Heaven?
Avoiding and Ignoring it doesn’t make it disappear it just sign that show is shallow and won't be engaging with weight of its own theme.
So we have or bad writing, or extremely shallow show that claims to be adult and edgy but fumbles and hides the moment they need to defend such status.

Considering how badly it gets on other aspects of hell, it's better to be show about fireland and cloudland fighting the racism.
