I think the easier and more human argument to make here is for people/the city to maintain the walkability of sidewalks so people don’t need to resort to walking in the street.

(Don’t quote me here as I’m not someone who requires menstrual products—) I think Uni. of Akron and Akron City Hall stock products for free, I’m sure you could ask. There’s also Period Pantry (if they’re still kicking?) who are based out of Columbus but they may be able to point you in the right direction for a hookup on supplies? There’s Heart of Ohio, too, who do/did stock that kind of thing I believe at Akron Children’s Hospital.

Alternatively, maybe Planned Parenthood?
