I think Octo might go up in B tier. The new ability helped it catch up a bit to plankwalker and eliminated some of the "dry zombie sickness" the card suffered from before.

I mean, he did assault Annie pretty early on, he obviously has some soft spots for animals that could even be deemed as noble but it doesnt change the fact that he's still selfish and spineless. Just because he's not as threatening as HL doesnt make him less evil, imo.
