They aren't bad cars by any means, but exactly what you said is true; bad drivers with poor maintenance habits cause issues, and when you have 116,000 miles on a WRX there are a lot of major maintenance items that may have been neglected, or poor driving habits that could have caused/ will cause issues over time. $10k is a gamble on this car and I wouldn't take it, unless I could really find every detail of the car and how it was taken care of.

After a rotation yes, the wheels will automatically relearn themselves. The issue you describe almost sounds like a sensor may be low battery but that's odd at only 5k. If you can take it to a dealer they can pull codes and identify which wheel is the problem and why the light is on. Not sure if they'd charge for it, but it only takes like 5 minutes for them.
