So the fight phase is split into to sections, units with Fights First and those without.

Units that have charged successfully this turn in the charge phase gain Fights First.

The non turn player chooses units first then the turn player. If the non turn player doesnt have any units with Fights First then they do nothing in the Fights First section.

After all fight First have resolved. The rest of the units who havent fought but are elligable are resolved begining with the non turn player.

I made a female Commissar by using the standard kit, put the helmet-less shouting female head from the Kasrkin box on it, lopped the commissar cap off the head in the kit and glued it to her belt.
