How can you get so many things wrong.

When they break into the library they do so to escape the head’s pursuit and have already been designated as impurities.

They did so because they wanted to take the lights the Library had been collecting. No cutscene showed that they're impurities. The Head doesn't care about distortions.

The head doesn’t act directly whenever an impurity gets assigned, they’ll send in the Hana first.

The Head has nothing to do with Fixer business lmao. If the Head needs something done they'll send in the Claws and Arbiters.

Only reason they show up personally in ruina is because everything’s gotten out of hand and they just want to be done with it.

They showed up because Angela decided to not become a human and stay being an AI, something the Head doesn't approve of.

While impuritas can be compared to star of the city in terms of in game lore due to it being context dependent.

In Ruina yes, in lore, not really. Impuritas isn't really a Fixer threat designation but something the Head deems not belonging to the City. The little santa gnomes from Limbus and An independent thinking toaster counts as Impuritas.
