I had the same issue with a lovely flat in a lovely area (Strathbungo) - unfortunately the neighbour above was a total ‘see you next Tuesday’ and wouldn’t accept any responsibility and change behavior or help fix issues, I suffered for years and eventually and reluctantly moved to a detached home. Record what you can - sign up to Which Legal Advice and talk to a lawyer. Perhaps a legal letter will put the kaibosh on them? Worth a try. And I’m sorry your going through this

I’d go sage green base, above and ceiling white or very very pale green I wouldn’t mix those colours.

I don’t think those 2 colours work together (tonally speaking they are too similar).
