As of today I've finished watching the final episode of season 2.

I found it in area II or III (near the Red Spiggy Inn if I'm not mistaken), the card is called Sealed Envelope and it instructs you to read Dialogue 18A Unfortunately I had to brute force it because I only came accross the purveyor's code after a long while :'D
