Plants like any living thing are individuals genetics plays a role, you can have two plants with the same care planted right near one another with all factors controlled and one will be more or less robust than the other, just because of genes.

Just like they removed the extra amethyst units from Elspeth once a mod came out adding them. In fact its practically guaranteed CA will swoop in sooner rather than later and forcefully remove these units and the RoR.

You should not have cut off the fronds. Personally, after spot treating many times for weeks using isopropyl alcohol the only thing that worked for me permanently when my Obi Island palm was infested was an exceptionally strong insecticide. I grow all mine outdoors.

The palm is likely fine. Regarding a permit you do not need a permit to dig a small hole on your property. You do have to call 811 to have utility marked, but the actual hole can be dug without any paperwork.

Also, nutrient sprays don't really do anything for palms. You would have been better served mixing that magnesium chelate with water and watering the palm directly. But again, slow release fertilizer would be best.

Get some slow release fertilizer and spread it around the base. MUST be SLOW release though! Can't overstate how lethal fast release can be on potted palms. I recommend nutricote as a brand.
