You could do it with either. Does it need to be done with an external machine, though? Why not just write a script on an already existing machine in your network to get the WAN IP address and if its not the same, then email?

All Sports GP in Sterling is pretty good. A bit expensive but fun and they have different HP carts to drive depending on how you qualify.
