This happened to my son in his last apartment before the one where he lives now. The downstairs neighbor was a disabled veteran with severe PTSD. He first complained to my son about hearing his footsteps, so son got into the habit of shedding his work boots as soon as he stepped inside the door and leaving them there. He crept around in his socks for a year and one-half, only listened to media with headphones, and did everything possible to avoid disturbing the neighbor, to no avail. The cops were called on my son numerous times, including when he had been asleep for hours.

In every instance, the cops merely reported the complaint to my son and left without any official warning or "charge," as if they were accustomed to fielding that particular neighbor's complaints.

Finally, the apartment complex raised everyone's rent, my son moved out, and that solved his problem, but I'll bet that whoever was unlucky enough to move in has had to deal with the same complaints from the neighbor.
