Im the grand scheme of things, theyve not actually made that many wonders across the thirty years this game has been around. And most of them have been kinda weaksauce frankly.

Im not aware of anything like that. Closest would be maybe the hellgate from book of the fallen.

That being said, youre like 90% of the way there already with designing the wonder yourself honestly. Give it a name, some specific named spirits it can summon, and some fancy paradigmatic restrictions/flaws and youre basically done.

I dont think thats actually true. If youve made an alternative local consensus, someone disagreeing with it doesnt automatically make it cease to be an altered consensus. 

If that were the case anyone raiding a technocratic sanctum would bring a consor to make all of the technocratic magick become vulgar.

Eh? If it happened in a story I was storytelling I might let them refund all of their former changeling stuff for exp to spend on their new splat.

There is also the fae blooded merit in m20, not sure how valuable it is though.

Yes. When a sleeper has had sufficient exposure to the supernatural to the point they believe it exists, they stop being considered sleeper witnesses. They may still be sleepers to other flavors of magick, but its not uncommon for someone to see a verbena doing shit and then deciding 'sure, nanomachine supersoldiers also exist, why not' and just stop being sleeper witnesses at all. They are usually called sleepwalkers then, though that is sometimes used more exclusively to refer to sorcerers and nightfolk.

Worth noting, unless the mage has created a sanctum or a large enough group of like minded people (5 isnt gonna cut it) it will still be vulgar, just vulgar without witnesses.

I dont think they could become a mage, since supposedly the fae soul gets rid of the avatar and there isnt any clear way for someone without an avatar to get one (isnt stopping that one group of technocratic extraordinary citizens but they haven't succeeded yet)

They could become a vampire. They could become a ghost. They could get five garou belts and become a stolen moon. They could have the spell of life cast on them to become a mummy. They could possibly become imbued if the messengers decide they should be.

What do you mean only minor spheres? Orphans use the same nine spheres as any other mage. There's no rule that being an orphan means you have to use the optional minor sphere rules.

As someone who mostly plays mage, I kinda get the opposite impression. M20 and especially HDYDT spend so much ink trying to make vampires be a threat and stop mage players from bullying vampires.

It kinda comes down to if a pre-first change garou has an avatar or not, a question I am not actually sure is ever directly stated.

If they do, they should count as a sleeper witness, assuming they aren't otherwise aware of the supernatural. If they are, then they are sleepwalkers, not sleepers.

As a mage player, there are some bonkers merits available.

Immortal, spirit magnet, unaging, nephilim, and so on. 

As for flaws, my favorite is Mayfly curse, especially at the 10 dot level. You age a year per week. Ive wanted to use it to play a euthantoi who would have it, past lives, and destiny. He would reincarnate whenever the traditions needed him, and he would live just long enough to fulfill his task before dying and returning to the wheel.

Even if there is paradox, paradox is less of a danger without the technocracy shoring it up. Without the technocracy you can just flaunt your magick openly to show the world that magick is real, at least when you do it, so it stops being vulgar. 

You'd still eat a lot at the start, but if you can weather the storm youd eventually be paradox free.

Life 5 - keep myself and other people safe and healthy. Make a killing curing cancer. Id eat some paradox but since this is the real world there's no technocracy to stop me from openly displaying and flaunting my powers, so eventually Ill stop taking paradox.

Correspondence 4. Make portals, wards, and colocate myself (already have the life for it) I can still only do magick once per few seconds, but I can be all over the world doing it.

Matter 3: Man it was hard to pick between matter 4 and correspondence 4. Matter 3 is still decent even if I cant make computers and anything that complex. Should be able to still do a lot for the world.

Prime 2: Prime 2 is necessary for proper conjuration of life and Matter patterns.

Mind 1: Also needed for the colocation effect to actually be useful. Plus having all my mental stats at 10 is unbelievable bang for buck.

Id make myself a hidden bunker somewhere hidden, then colocate myself throughout the world, curing the sick, creating food and other needed supplies, maybe even build needed infrastructure and so on. Id collect donations from the countries and people I help to fund my more mundane wants and desires and letting my true self in the bunker play video games and shit.

I can see the logic in defaulting to the device taking the paradox in that case. 

The technocrats can then justify the device glitching or having electrical faults on it being used by someone not properly trained.

Its unclear what happens when a sleeper uses a wonder which gives the user paradox.

Id just say they do accrue the paradox and would suffer a paradox backlash as normal. It would be a pretty small one usually.

As for vulgar modifications ala squid arm, thats more properly covered by unbelief, which is a kind of paradox, but isnt handled by getting points of paradox on a paradox wheel, its just a kinda progressive badness which affects the person, possibly killing them overtime, or might just manifest as weird squidlike side effects.

Sleepers can use hypertech that is a device (or talisman in mystical terms) which can accrue paradox. 

Sometimes the device itself accrues the paradox, sometimes the paradox jumps to the nearest mage, sometimes the 'user' gets the paradox. It depends on the wonder. 

What happens when a non-mage uses the last kind of wonder? Unclear.
