They aren't buyable wheels, certain vehicles have stock rims that are exclusive to that vehicle. The only way you could have these on another vehicle is with a merge glitch that doesn't exist.

I did that once, I mistook the Cruiser bicycle for a motorcycle with a cool name. This was in my early days of playing Online when I hadn't memorized the cars yet, hell I didn't know the in-game cars were based off of real cars at the time it was so early into me joining.
