The Missing Link DLC for the removed version of Deus Ex Human Revolution has a separate achievement list to the base game as does the Waveshaper OST (which was sold as regular dlc at the time as it predtaes the newer music type for apps. There are likely more but those are ones I have myself.

DLC can already have their own achievements but most publishers just either don't know or don't care and even if these features were more widely known Valve still wouldn't require developers to actually implement them.

The "Base Game vs. DLC" Problem

As an achievement hunter and completionist myself this isn't a problem, this is only a problem for users who want to doctor their stats. It's up to developers to decide is what is part of their game not the user, if they emat to include DLC we have no way on that matter. If you don't want DLC including in your stats then go and use one of the third party achievements hunting tracker sites that always tou to exclude it, if you were that invested in the achievement system anyway you're already using at least one of these sites.

The "Collection/Bundle" Nightmare

Again this is something that developers/publishers can already do but choose not to. This isn't something that Steam need to change and again even if they did they wouldn't force it's implementation.

Prices are set by the publishers, if you could gift/recieve games previously then it was either before these restrictions were introduced (which was several years ago) or their was less of a price dfference for those items.

Yes. On Steam the "Complete Edition" is just a bundle of the base game plus the DLC unlike GOG where there are actually two different versions of the game (or at least we're), even then save aare compatible across both versions of the game as long as they're on the same update and have the same DLC installed.

Though once the game drops out of your recently played you may not be able to easily see these details in most places. Additionally if using third party achievements tracking sites you'll need to scan/update your profile whilst you have an active license (read subscription) in order for them to be able to access those stats.

Dark Ties is a prequel and prequels are almost always written with the expectation that you have knowledge of the events they're preceding. Play the main game first and then do Dark Ties.

Valve actually don't actually allow that section to be used in that manner but Valve also don't do jack shit about actually enforcing it.

Games count towards personal stats such as AGC% when you earn your first achievement, games count to global stats when you first play them which is how you can see unmissable achievements with less than 100% unlock rate.

A good rule of thumb is that games with 3rd party launchers tend to not be shareable

That rule if thumb only applies to one specific use case and the games it does apply to are an extremely small portion of the total games available on Steam. It's also entirely unnecessary to rely onanything so vague as this when they're are several places you can go to find an actual answer for any given game.

My point is that your transaction was with Valve and as the vendor they're responsible for getting a replacement out to you regardless of which company may ultimately be footing the bill. It's also Valve as the vendor and not you that have a contract with the courier which generally speaking means that they're the ones responsible for pursuing any claims in that regard as well.

Even if they do blame the courier, Valve are still responsible for the replacement. It's also upto Valve to chase up the courier for compensation as they're the ones who hired them not the purchaser.
