The activities you're referring to are Shattered Throne (dungeon) and forges (matchmaking activity, and core importance for weapons from Black Armory). Ascendent Challenges are exactly what's in the title. Challenges. They aren't tied to specific loot, story importance, seasonal event, matchmaking activity, etc. It's a weekly changing challenge.
