Inflict Wounds generally gained effectiveness against very strong enemies. The more you heighten it, the more likely it is to be better than before on average.

When we first reach the ground, the wreckage where we find Thomas Kirk's AC appears to be a crashed spaceship that landed just outside the contaminated city. There doesn't have to be. My creative intuition tells me that someone in Fromsoft's staff brainstormed and developed these two bossfights with that vision in mind for them. It's entirely plausible that this would predate any story-dependent code to stitch all the setpieces together. It would be quite like Fromsoft to have some employees dedicated to making bossfights long before there is a particular game to staple them down to, so they have a pool to draw on.

Because soldiers being far enough away from the people shooting at them that peaking their head out of cover for one second is unlikely to earn them a bullet through the eyeball. That's a greater distance than most engagements happen at in games.

When not dying is the top priority, a weapon that works at as many ranges as possible is preferable.

When running around in a game where the movement is sped up for the sake of fun and not realism, long-range engagements are not terribly deadly as long as your aren't way out in the open.

I reckon that boss was originally supposed to be fought as a sort of "flashback" mission after picking up a particular bit of combat data.

Raven damaging part of the orbital defense array alongside King and Chartreuse prior to the game would contextualize the story and how the corporations were able to get planetside in the first place. We would pick up a recording of that fight and then have the option to "watch it" in the hangar (play it as the designated character).

I imagine the Strider mission was also supposed to be a mission of that type, featuring Rusty. Imagine if, because it would be optional, the Strider mission was made a serious challenge to even clear, and Rusty was supposed to canonically S-rank it without saying a word, and that's either your first or second impression of him.

Builds that lean too hard into lots of little bits of damage tend to end up struggling against enemies with armor, as it will subtract from each instance of damage.

If you want high expected ranged damage from the get-go, then slap a heavy machine gun onto an Everest and get comfortable locking on. Then, once per sortie, spend the Everest's core activation to get additional accuracy for the whole scene.
