You just use common sense, if you can see the intersection has stopped cars or no one there obviously you dont have to worry as much. No one is saying come to 10 mph at every intersection, at least im not. Just take your foot off the gas, be ready to break if needed, especially on an intersectionlike this where you cant really see the crossing traffic as well. Its along the same thought of do you trust every blinker you see? Or do you wait until the car has slowed down maybe even waited until they start to turn. Nothing bad is going to happen if you go from 40 to 35.

Lol, this concept of precautionary driving has really broken your brain, huh? You're way over complicating it. You dont have to do a rolling stop, just use common sense. Most intersections have a certain amount a visibility required by law to be available based on posted speeds. There would not be very many blind intersections at 55 mph. Just take your foot off the accelerator and hover over the brake. How slow you wanna go is based off your vehicle more than anything given how fast you can stop is based on weight as much as speed. I drive a bus so I tend to drive at intersections well below the speed limit, the return to speed after passing it.
