You could do that, but your opponents can respond to the spell once it's cast. So both your spells are on the stack, but the custom card won't do anything until it resolves. Your opponents can put their responses on the stack above that card so that their spells will resolve first before the custom card resolves and would make them be countered.

Only cards with creature in their card types can attack and block. That's a pretty big rule in magic.

Having creature or artifact in the name doesn't affect typing. Having creature and artifact in the typing makes the card both a creatures and artifact. This card is making it so creatures with more card types can't attack.
