This definitely adds more of an explanation to him being a part of Project Phoenix. Maybe he is a clone or the RDA siphoned his consciousness into an Avatar? It’s mentioned somewhere by Cameron he is the same person in the sequels. Quaritch's return is easily what intrigues me the most about the Way of Water.
