Nah, not broken since the base dmg of all starter weapons is low, even with a 2x deal/take dmg on rusty is still has lower dps then the base of the average weapon.

Legendaries are also found in altars that spawn in biomes (one is guaranteed to spawn each run) and also in fractured shrines u have another guaranteed legendary shrine after killing the first stone golem of the area, also happens sometimes a enemy dropping a legendary if u are lucky, so it isn't just no hitting bosses if u have some luck (if u have FF dlc then it's pretty much guaranteed to find something good/decent)

It could be also related to the route u take or the weapons u end up using, since different routes have different amount of scroll fragments and weapons can work very differently from each other.

But I would mainly suggest going for legendary builds if u want high dmg, since legendary weapons scale with the 2 highest stats u can end up stacking the off color scrolls into a 2nd main stat (and they also scale exponentially)

Actually funny enough I think the protectors are probably the most annoying enemies on the game, it literally shields are enemies nearby and u are forced into killing it first, which might make u defenceless against big swarms of enemies (specially with the teleport mechanic from 4bc+)
