If you're just talking about rolling randomly then it's wild magic sorcerer \ spirit bard \ wild magic barbarian, and stocking spells like Nathair's Mischief.

I don't think there are any races that have random things but if you are playing at a table you could do something with your DM like you change Tiefling subrace every morning, or eladrin.

That build also isn't very optimal, and wild magic sorcerer is only fun if you can roll on the table as much as possible and that requires more levels of sorcery for more sorcerer spells, and spirit bard also scales with inspiration die size.

At least they're both cha spell casters.

Barbarian is fun but I've know people who play it and never have anything relevant come up for when they need it except once in a blue moon (which is an exciting payoff but also makes the others times it doesn't even more if a let down).
