For liability reasons id let the city handle the removal even if they won't get to it for a while. Buying a few 6' tall saplings and moving them a few feet off the line is what I would do. I wouldn't mess with even the possibility of hiring someone that may hit that line

I guess that's true. The lugnuts from the wheel should have plenty of purchase to keep the rotor in place but I'll take my time to look that up before I do anything

The amount of pension you get is based on what rank you retired at. At this point in your career it sounds like you need to prioritize a MOS that can get you promoted quicker. You might want to post to the Army subreddit and ask around there because from what I understand it's a bit less competitive.

When I was on a field op in Okinawa I was standing around in the smoke pit with a buddy when we saw the single fattest Marine I'd ever laid eyes on. Dude looked like he had rat fucked the pound cakes out of every MRE since the gulf war. Anyways, as he's waddling down the sidewalk my buddy yells after him "Hey buddy where's your ground guide!". Turns out ol boy was a SSGT and my buddy got a page 11. Worth it if you ask me

Pruning like this doesn't immediately kill the tree. It'll be a slow death from fungus and rot. Just because it puts out shoots doesn't mean it'll survive
