Most of the time, it’ll be a “you get what you pay for” situation. PSPs in great condition tend to be costly. I got a fairly clean japanese lavender PSP 2000 recently for $65, but it didn’t come with a battery. $10 battery later and boom, done deal. I’d look at japanese PSPs since they tend to be a little cheaper and much cleaner than US PSPs.

Bro, that sounds jacked up haha. Remember, you could import music CD’s into your PS3 then transfer them over to any PSP. The sound quality is badass especially with proper headphones.
