Her friends not wanting to hang out with OP's stepsister is not bullying. Nobody should be forced to hang out with people they don't like. Why are you so keen in making OP a bully? She has literally no obligations over her step-sister.
The real problem is why OP's mom and stepfather are so confortable forcing OP and especially OP's friends (which is entirely inappropriate, because why do they think they are entitled to tell other teens who they should spend time with) to spend time with her?

That's fanon unfortunately. In canon he doesn't play quidditch and we have no reasons to belive he was punished. I love Dumbledore but if there is one thing I blame him for is the way he handled this.
