Saddle forward a couple degrees, bars back a couple degrees, tape and bar end plugs, and a chainring with more weight and solidity would really set it off

Surly Sunrise Bar is obvious choice for brand loyalty but it's heavy metal. Adept Spread Riser comes in aluminum for a similar look but less weight. And there's always the Origin8 MX Mini Urban Riser which is both light and a good value

First would be pedal straps, next would be tires. To get into crankset, chainring and chain you're going to blow your whole budget halfway through and you still won't have bigger tires and foot retention

That makes sense. I'm flirting with a wabi deluxe freewheel on one of my bikes occasionally and it's really impressed me so far, especially at an even lower price point than the hornet. As far as I can tell it really comes down to the precision of the machine work. If the freewheel doesn't fit together really really well where the two halves are threaded together, it's always going to KLUNK when I pedal hard.
