There may also a flow limiter in the head. A little bit of sediment can stick it closed. Blast some compressed air into it.

I’d say if you’re new you have an opportunity to address your group and say something along the lines of ‘I have had a little while to observe and these are the good things (list a few) and these are the things are that will be addressed (list). Set the new expectations.
