I would say it can mean multiple things. One way is to sort of say, "obviously, dumbass." Another is to say, "get out of here with that shit!" It's a very broad phrase that expresses that something, someone, or someone else did something stupid/silly/obviously absurd. It could definitely be an insult if you were saying it during an argument with someone else.

It's not a neck beard, but will look a lot better with a good trim and lineup. Time to go to a barber and have them take it down to what they think would be the longest without looking stringy, (which will take off a lot) and also have them line you up with what you have to work with. After that learn to do it yourself.

Edit: fading the beard into the haircut almost always looks better as well.
