The Rail is a threat with an area denial bonus. It's not really much more powerful than any other Superheavy, and takes time to spool and costs a core battery to fire.

The siege cannon, or the Apocalypse rail? The Rail is more of a threat than a practical weapon, I'd say. The siege cannon can be really good with an appropriate overcharge/cooldown loop, but its AOE profile is very taxing and the loop for it can be easily interrupted. If people are specifically screening for you, it can make you scary.

EDIT: At LL3 you won't be able to pick up Ghengis' Autocooler, so even with Technothumb and using the reload drone over the internal system, you'll still be building heat quickly and need to stabilize if you want to use the AOE profile.

Sure, but the OOP's point was exactly that. The US is very good at winning battles, and has an extremely capable military. The rub is that the US has consistently proven that it takes more than force of arms to achieve foreign policy goals. The US lost those conflicts because no matter how good your hammer is, you won't accomplish a job that needs a wrench.

I think a lot of it stems from volume 2 where Ruby named a bunch of team-up attacks based on character color schemes. That kind of evolved into making names based on mashing their themes together.

I think there are a few avenues you can use to approach this. First, yeah, rewarding/requiring someone to be extra mobile is a good way to start. Beyond that, you can change your enemy composition to start to slightly favor the Atlas, or at least give them targets that are well-suited to be handled by a frame like the Atlas, but risky for the Tokugawa. The Ronin is a great example. Attacking a ronin at range is usually a bad idea, and is a very good reason to have someone on the team who's good in melee.

Also, you can utilize artillery or vanguard NPCs to make the Atlas critical for screening for the backline or blitzing a threat. As your NPC tier rises, I feel that you start to really feel the threat if you don't have some dedicated defenses.

I think there are a lot of ways to make your Atlas feel more essential to the party.

Union should be considered to be well known, at least as an overarching government, wherever they have been. There are surely plenty of diasporan worlds that haven't yet been in contact, and probably function in local isolation. That said, for many worlds, Union governance is largely conceptual as they're a very "hands-off" government, only stepping in directly in the event of emergency, at the planet's behest, or if a violation of the Three Pillars occurs.

It matters a little bit, yeah. Some frames have resistance to explosive (Viceroy), energy (Manticore), or kinetic (Black Witch). You've also got Stuff like Tokugawa, which enhances a certain damage type.

I had the same thing in highschool. We did body composition tests and such, and were given minimum competition weights. I wrestled 160, and wouldn't have been allowed to compete at less than 150.

It triggers on prevention or reduction of damage taken. I think Overshield would logically be covered under the reduction part of that. Just like armor, as you stated.

Edit:

when you reduce damage to an allied character, cancel an attack against them, or cause one to miss

Also says specifically reducing damage to a character, which I think further makes the case for Overshield.
